East Windsor Council Approves Ordinance For 57-Acres Of Open Space

The township council recently approved a bond ordinance to acquire 57 acres of land on Disbrow Hill Road for open space. The property is located near the intersection of Disbrow Hill Road and Etra Road, and is directly across from Etra Lake Park. Mayor Janice Mironov said the township has the funds for the purchase and is not borrowing any money. The property, which carries a price tag of $1.17 million, will be funded through a $585, 000 grant from the New Jersey Green Acres Program, a $186, 000 grant from Mercer County and $399, 000 from the East Windsor Township Open Space Fund.

While the land is set aside for open space, there may be plans to use the property for some type of recreational purpose, Mironov said. Township officials haven't discussed uses for the property, but added that open space land acquired with Green Acres funds may be used for recreational purposes. Voters are being asked to create an open space, recreation and farmland preservation fund. The issue before voters is a proposed expansion of uses of already approved local open space dollars, to add farmland preservation, maintenance of open space, and paying off open space preservation debt. Residents are being asked to allow the township council to double the open space tax, which could raise a potential $248, 000 next year.

Wind Energy The $30,000 in closing costs, including appraisal of the property, site assessment and soil testing, will be funded with $15,000 from the Green Acres grant and $15,000 from the township's open space fund.

The other, called the "Renewable Energy Grid Supply Program, " awards large grants for plans to actually implement, on a larger scale, renewable resources within the community. It is this program from which Stellar Energy Systems, or SES, received $2. out of their solar project. In December the BPU submitted a request for proposals for projects and received 14 replies, according to Burnett. Four were approved in July, including two for wind power, one for biomass power (methane gas) and one for solar energy.
