Leavitt To Get Cabinet Status?

Green Generators The Bush administration strongly endorsed Tuesday formally elevating the Environmental Protection Agency to Cabinet level. That could make Utah Gov. Mike Leavitt, who is nominated to head the EPA, the first formal secretary of the environment.

The gentle curves of the Spiral Solar Wind Chime will come alive with the power of the sun, chiming softly to help your day along.

Solar Panel Presidents George H.W. Bush, Bill Clinton and George W. Bush have all invited their EPA administrators to sit as informal members of their Cabinets since 1989. The Bush administration said Tuesday the time has come to make it a formal, permanent part of the Cabinet.

Epa Greenpower "The Bush administration strongly supports elevating EPA to a Cabinet department," James L. Connaughton, chairman of the White House Council on Environmental Quality, told the House Government Reform Subcommittee on Energy Policy, Natural Resources and Regulatory Affairs.

Solar panels are expensive and, particularly in the UK, inefficient. It usually takes more than a decade for an investment in solar power to pay off and a large amount of space in direct sunlight is required. In the UK climate, effective and productive source of green energy than solar power. In addition, the world's limited supply of silicon can be put to more efficient uses, in computing, for example.

Wind Energy "EPA carries out the work of a Cabinet department," he said, adding that it would give higher profile and importance to the environment.

If you're planning to build a new home, you can use some of the bigger aspects of building green. used or recycled building materials, you can lessen the impact that you have. You can also choose environmentally friendly insulation like recycled newspaper or cotton. Try using as many materials as you can that are refurbished and not new. Install heating systems that are powered by solar power and electrical circuits that require wind power, for example.

Solar Meanwhile in the Senate, developments continued Tuesday that could complicate Leavitt's yet-to-be-scheduled confirmation there.

The other, called the "Renewable Energy Grid Supply Program, " awards large grants for plans to actually implement, on a larger scale, renewable resources within the community. It is this program from which Stellar Energy Systems, or SES, received $2. out of their solar project. In December the BPU submitted a request for proposals for projects and received 14 replies, according to Burnett. Four were approved in July, including two for wind power, one for biomass power (methane gas) and one for solar energy.

Nuclear Power Sens. Hillary Rodham Clinton, D-N.Y., and Joe Lieberman, D-Conn., blasted the administration's response to their demands for better explanations of why the White House apparently stopped the EPA from warning that dust after the 9/11 attacks in New York was toxic.

Greenpower Inc They have vowed to put a "hold" on Leavitt's nomination essentially a pledge to filibuster, or talk it to death if the White House is not more forthcoming.

Solar Electricity In the House committee hearing, acting EPA Administrator Marianne Horinko testified that most industrialized nations already include a minister of environment in their presidential cabinets and doing so in America could increase the prestige and influence of the EPA abroad.

Power Greene Two bills are pending before the House that would elevate the agency. Similar bills have come and gone since 1988.

Green Electric One current bill, sponsored by Rep. Sherwood Boehlert, R-N.Y., would simply elevate the agency to the Cabinet without making substantive changes to its current organization. The other, by subcommittee chairman Doug Ose, R-Calif., would overhaul its structure significantly.

Am Greenpower "I believe that EPA's structure, as it currently exists, lacks adequate oversight and coordination of its offices to ensure that science, policy and implementation are integrated throughout the EPA," Ose said.

Renewable Electricity He noted the EPA currently has a "stovepipe" structure in which all regional offices and assistant administrators report directly to the EPA administrator. Ose proposes having only three deputies report to him, and to have them separately oversee policy, science and enforcement.

Green Company Ose said that would separate EPA regulators and scientists and help avoid situations that others have said led to political-driven science.

Led Greenpower A parade of academics and members of both parties at the subcommittee hearing endorsed elevating the EPA.

Alternative Energy Texas state Rep. Warren Chisum said it would help others see the EPA in a new light.

Green Products "Too many see EPA as the regulatory ruler existing only to play 'gotcha.' It's time we created a Department of Environmental Protection that would work with the public and with industry on preventative measures and creative solutions," he said.

Green Powers Alan Moghissi, president of the Institute for Regulatory Science, praised the proposal if it is accompanied by reorganization but added, "It will take some time to restructure the tradition and the culture of an agency that is accustomed to ideologically processed science." He said Ose's bill "provides a mechanism to reduce the problem."

Greenpower Conferences Horinko, as acting EPA administrator, sent Clinton and Leiberman a letter in response to an earlier request for information. But the two Democrats told President Bush in a letter that the response was totally inadequate and twisted an EPA inspector general report that disclosed the problem.

Go Green "(Horinko) clearly chose to selectively excerpt the most favorable quotes from a 155-page report and claim that the remainder of the report is similarly supportive of the conduct of the White House and the EPA," the letter said. "But we, with many other concerned citizens and public officials, have read the remainder of the report and maintain the same questions."
